Police Report for Briercliffe
Monday 18th February – Monday 18th March 2013

During this period there have been 69 incidents and 11 crimes compared with 56 incidents and 8 crimes last month and 80 incidents and 19 crimes last year.
Crime -
1 Theft of a transformer on Shay Lane, undetected
3 Domestic assaults, 1 arrested and released no further action, 2 arrested and charged for court
2 Theft of motor vehicles, both recovered due to vigilant members of the public reporting vehicles parked up suspiciously.
Theft from motor vehicle, Sat Nav and Ipod stolen from insecure vehicle, no further line of enquiry
Theft of empty containers on Widow Hill Road which have then been used to steal diesel from two other businesses on the estate. Thirty drums recovered in the back of a Transit van and returned to owners.
 Theft of tools and scrap from a business on Widow Hill Industrial Estate.
Anti-Social Behaviour –

A further meeting has been arranged for Thursday 21st March at 7pm will be held at Body Syke to discuss the progress of the funding application and starting dates for Youth Syke. Anybody interested in helping is welcome.
Further to a cannabis farm on Halifax Road in Briercliffe a male has been sentenced to 12 months. This is a great result of Neighbourhood Policing.
We have had a further conference at Headquarters surrounding rural crime. Members of our Rural Watch were invited to attend to see presentations by Solon Security, Tracker, Animal Health, Cesar and many more enabling us to work together providing valuable intelligence and prevention of crime in Lancashire. Crime Prevention initiatives are being sent via email and text message to all members, anybody wishing to join to please contact me.
As I am sure you will realise that due to the economic climate the police are having to prioritise their duties, however I am still constantly receiving complaints surrounding dog fouling and parking. Where issues are about public safety, like school parking and dangerous dogs we will still be taking these matters seriously so please report these matters directly to myself on 101 or at our monthly PACT meeting. However dog fouling should be reported to Burnley Council on 01282 425011 and minor traffic violations to Lancashire Parking Services on 0800 195 2774.

Police Report for Briercliffe
Monday 21st January to Monday 18th February

The Police reported that there had been 56 incidents and 8 crimes this month compared with 95 incidents and 13 crimes last month and 87 incidents and 19 crimes last year.
Crimes of note included:
·         1 theft from a vehicle
·         3 burglaries of businesses on Widow Hill Industrial Estate, 3 arrests made
·         2 Assaults, 1 solved with restorative justice and 1 suspended on bail
·         1 Burglary at the Bed Centre
·         1 Burglary at St James’ School where laptops were stolen
Anti-Social Behaviour
·         3 Nuisance calls off companies, the Police requested that such calls of fraud or internet crime can be reported to wwwactionfraud.police.uk/report_fraud or contact 0300 123 2040.
·         3 disputes dealt with via mediation
·         2 youth nuisance
·         2 issues of football being played on the road, youths have been spoken to.
A talk on road safety has been presented to Briercliffe Primary School which was very successful and it has been noted that the roads have been calmer since.
Briercliffe Residents Association is continuing to apply for funding towards a provision for young people and a further meeting has been arranged.
Following the burglaries at St James’ School, both schools have protected their equipment with Selecta DNA.
Updates on the PACT priorities for last month were:
1.      Various sites have been visited about inconsiderate parking on the end of streets.
2.      Off road motorbikes have been stopped and spoken to at the Service Station
3.      A meeting has been held about the Youth Provision at Bodysyke to discuss potential funding.
It was noted that parking on Double Yellow lines is still a problem and Parking Services are to be asked to attend at lunchtimes and teatimes, paying particular attention to Talbot and Townley Street.
PC Fran Fleming has returned to work but is still currently on restricted duties.
The Speed Indicator Sign (SPiD) is up and working and is currently being moved by PCSO Dave Johnson. Alan Peel has agreed to take on duties after he has attended the training course. It was agreed that the Parish Council would write to Alan thanking him for taking on the moving of the SPiD.
The PACT priorities for this month were agreed as follows:
  1. Continue to support the setting up of the youth group
  2. Dog Fouling, the Dog Warden is to be asked to Patrol Red Spar Road in the early mornings between 7 and 8am and at tea time. The Dog Warden has been contacted about Walverden Road
  3. Taxis inconsiderately parking outside public houses, especially at the Commercial. Rachel asked residents to note the company name of the taxi firm and she will make contact.

During this period there have been 95 incidents and 13 crimes compared with 72 incidents and 9 crimes last month and 98 incidents and 27 crimes last year.

2 x reports of snow balls being thrown
1 x report of eggs being thrown. Dealt with by restorative justice where the cleaning has been paid for. The eggs on this occasion have been stolen off parents.

1 x report of football nuisance on Grassington Drive, no issues since reported possibly due to snow, but I will liaise with the informant.
 We now have Christine our police volunteer assisting at Briercliffe Primary School with the parking, taking note of any illegal or inconsiderate parking and driving to be followed up by myself. I have been liasing with LCC about different aspects that we could look at for a long term plan after I have been into school next week to discuss road safety with the children in key stage 2.
Briercliffe Parish Council have now received their SPid which has been put up by us on Halifax Road, and once we have brackets on other locations will be moved around.

The bungalows on Saxifield Street have caused more problems this month. Some windows have been smashed, we have spoken to the Mulligans who own it but they say it is owned by the bank now but he did arrange for the windows to be boarded.

Drink drive check site in Briercliffe was done on Saturday Evening. A patrol was in the lay by near the Spar shop.  We set up at 19:15 hrs and spoke with several residents as they walked passed us.  We conducted 5 breath tests, the 5th being positive.  The male blew 62 in custody and was later charged.

Anti Social Behaviour – Youth nuisance Saxifield Street bungalows are becoming a problem again for the residents, youths have pushed the fencing over and are taking shelter in the garage which is open to access. It has been reported to Burnley Council who will make the owner secure it or they will and bill the owner however this is a regular problem for the residents who are wanting help to make the owner close the garage up and make the outside area less of a hazard with rubbish and bricks so they don’t need the fences up. 
There have also been reports off both Douglas  Way, Kings Mill, and Briercliffe Schoolabout youth nuisance however on both
occasions they have been moved on and warned. 
The Sweetdreams building on Granville  Street has caused concerns off residents because of kids playing around the rubble this weekend whilst it has been in the process of being demolished however it is safer now and should be clear by Wednesday. 
A drunk female arrested from a pub this weekend, she will also be barred from all pubs in Briercliffe by a visit from myself with a barring letter.
2 vehicles showing no tax reported to DVLA and both moved. 
A vehicle with occupants asleep moved on from Halifax Road, followed by a letter from me.

2 neighbour disputes
2 reports from Kings Mill about youths behaviour. One regarding football on the wall and the other about them climbing on the roof to retrieve the football. 2 footballs have been confiscated and a letter to 20 young people has been sent home advising the parents that they could face criminal damage charges if they are found on the roof and also of the dangers. Action for ASD at Kings Mill have offered to let the youths use the facilities they have on a trial basis if any parents would volunteer to monitor them whilst they are there, however so far no-one has been in touch.
The HARD scheme (Harle Syke against Rowdy Behaviour) is being re-launched following an increase of bad behaviour in the pubs. I had a meeting with the landlords of the 5 pubs on Friday and we have decided to carry out visits at peak times with officers and sometimes drugs dogs. Press releases will be made to advertise this iniative.

ASB – 8 reports of Anti Social Behaviour this month which are from all over Briercliffe rather than a specific area.  
1 noise nuisance incidents
1 report of off road bikes around the Roggerham Gate area of Todmorden Road. 
3 reports of inconsiderate parking, 1 in particular where the car parking spaces at Briercliffe Nursery are being blocked so the parents are unable to park to drop or collect their children, an advisory letter has been sent to reported vehicles. 
Shuttleworth Pasture Farm has had an attempt Burglary and a Burglary other than in a dwelling. Ongoing crime  prevention is being offered and we are visiting on a regular basis. This is a vulnerable property as it is not lived in or overlooked by neighbours, however it is alarmed which we believe has made the offender leave the premises on one of the occasions. Rural Watch members are often reporting suspicious vehicles and activity in Briercliffe and have been encouraged that their observations are key to keeping the rural area secure.
Above mentioned metal theft is from Metro Metals on Widow Hill Road, the offenders have forced their vehicle through the gate at the end of Netherwood Road and used the bridal path to carry the metal to the vehicle,  the Countryside Ranger is hopeful to position some boulders in the vicinity to prevent this happening again.

Queen Street Mill has had leadstolen off their roof again, but has now had Selector DNA put on the remaining lead which will mean we came then trace the lead if stolen again and return it as we are often seizing lead. 
Sita are crushing the electrical items again which did stop the thefts from the site last time, hopefully it will have the same result and they are able to keep the digger this time.

Last week we did more cross border work with West Yorkshire, stopping vehicles coming in and out of Lancashire with lots of stop checks on car parks such as Thursden Valley Picnic Site, Hare and Hounds, Queen Street, and Netherwood to check on the reasons for being there.

Our new POP (problem oriented policing) has been started this month concentrating on cross border crime. Over  the weekend a local farmer very kindly let us borrow a 4x4 vehicle then we could patrol the remote areas for signs of hunting and suspicious activity.
Lots of intelligence was gathered and we are looking forward to carrying out more of this activity surrounding Operation Fell and Operation Flock over the next few weeks. This weekend we will be educating dog walkers of the importance of being in control of their dogs following many sheep being bitten by dogs which generally ends with the sheep losing its life from the trauma. Next week we are meeting with Lancashire Badger Group to gain knowledge of the Badgers in our area.

Press release has been in this weeks Burnley Express about locking and securing all properties. 
A new POP (problem oriented policing) will be started this month concentrating on cross border crime.   Working with West Yorkshire Police, looking for funding for a mobile ANPR camera for Briercliffe, Cliviger and Worsthorne. It is called a ‘Jelly Bean’ if anyone is interested in having a look into it.

Burglary overnight 21stNovember on Walshaw Lane. The window was forced open, with a laptop, Ipod and money stolen. 
Shed break on the allotments off Douglas Way over the weekend 19th December. Nothing stolen. 
Shed on Deerplay Close between 11th November and 24th December. A Mountain bike and 2 tool boxes stolen. 
3 Catalytic convertors stolen off cars parked at Veolia overnight 2nd December. 
Damage caused at a house on Queen Street at 10.30am 2nd December. Offender arrested at charged to appear at court.
Food stolen out of a freezer in a garage on Horning Crescent overnight 3rd December.
A van stolen from Little Toms Lane over the weekend commencing 2nd December. 
A high value burglary on Oaken Bank between 19.10 - 21.15 on the 7th December. Their car and a large amount of electrical equipment was stolen.  
A window was smashed at Bauschlinnemann on Widow Hill Road at 21.00 21st December, nothing stolen as the alarm was
activated. 
The Clay Pigeon Shooting caravan was broken into at Sweetwell Farm between 10-17th December, nothing  stolen.
Our time has been mainly used this month targeting known offenders of theft and burglary, collecting intelligence about their clothing and their movements, and patrolling of the ward. As you can see there hasn’t been as much crime this month, but the crimes we have had have been of higher value.

Police Report for Briercliffe - Monday 17th October –Monday 21st November 2011

During this period there have been 104 incidents and 21 crimes compared with 88 incidents and 21 crimes last month and 111 incidents and 22 crimes last year.
The crimes of note are:
During the weekend commencing 13th October a hole has been drilled into a petrol tank of a car parked on Walverden Road and drained of fuel.
Children's motor bikes have been stolen out of a shed on Cobden Street overnight 21
st
October. The offender admitted the offence on interview and has been charged to appear in court.
A car door forced open on Cuerdale Street overnight 22
nd October where CD's have been stolen.


A car window smashed on Clockhouse Grove overnight 21st October, a cheque book has been stolen.

A motorbike stolen from Burnley Road overnight 21st October, recovered on Lydgate.

On Clockhouse Avenue and Hartlands Close a car window has been smashed, also on Hartlands Close a sky dish was damaged we think from the offenders trying to make off.

A bike stolen out of a garden on Finsley Street overnight 25th October.

A window damaged by an air pellet on Talbot Street at 9pm 26th October.

Roller shutter doors forced open on Balderstones Close overnight 26th October, cash and 2 cameras stolen.

Side panels and tailgate stolen off a Transit tipper van on Little Toms Lane overnight 28th October.

Corrosive liquid poured on a car parked on Burnley Road overnight 29th October whilst the aggrieved went to the pub.

2 wing mirrors kicked on Saxifield Street at midnight 5th November, see below.

A fence and wheelie bin stolen on Standenhall Drive overnight 5th November which is thought to have been used for a bonfire.

A car stolen on Townley Street 7th November, offender charged to appear in court.

Engine oil poured over a car on Cross Street overnight 7th November.

A Mac book stolen from Briercliffe Business Centre at 7:30am 8th November.

A taxi damaged on Queen Street at 2:14am 13th November if anyone knows of any rowdy parties in the area please get in touch as the offenders were not known from this area.

Further to the damage on Saxifield Street, this area gets affected by damage on average every six months. I have visited some of the neighbours on Saxifield Street and Standen Hall Close and their request is that the pathway should be gated which connects the two areas and there are plenty of volunteers who will happily lock and unlock the gates long term. The suggested times are between 9pm and 6am which from negotiations with the residents will keep the access for the wanted users, i.e. workers, school, nursery and dog walkers. Would this be something that the Parish Council would take further?

Letters have been sent home to parents of children who have been causing nuisance and damage at the Community Centre and the library this month. The kids have been told they will be moved on if they should wish to shelter now and neighbours spoken to who are reporting issues to us so that there are antisocial behaviour patrols visiting the area even when we are not on duty.

A fraud where someone has sold something and been talked into clearing a cheque for them and giving them the money however the cheque was cancelled after sending the money to them. Please do not part with money without protecting yourself, cheques can be cancelled after it seems to have cleared

Police Report for Briercliffe 
Monday 15th August to Monday 19th September

During this period there have been 124 incidents and 19 crimes compared with 103 incidents and 16 crimes last month and 112 incidents and 13 crimes last year.
The crimes of note are:  
Fence cut at Sita (Household Waste Recycling Centre) overnight 15th August. 
A generator stolen out of a garage on the allotments at 3am 17th August. 
Diesel stolen out of vehicles at Veolia on Widow Hill Road overnight 21st August. 
A grey Polaris quad bike was stolen from Burwains Farm overnight 24th August. 
2 high value mountain bikes stolen out of a garage on Sutton Avenue overnight 4th September.
A mountain bike stolen off a drive way on Shore Avenue between 8 and 10am on 5th September. It is thought this has been taken by a scrap dealer however there are a few different vehicles in
the area at the moment with no evidence to suggest which one. Please do not leave items of value insecure.
A window smashed on a van parked on Parker Street overnight 7th September with an Ipod stolen out of it.             
Cash stolen out of a handbag left in Jazz Mans whilst the barber went next door at 11.30am 8th September.
A coat, boots and helmet stolen out of a car on Horning Crescent overnight 4th September. The door was bent open. 
The portacabin broken into at Sita and the safe stolen overnight 8th September Briercliffe Bed Centre broken into via the sky light and a high value mattress and van stolen at approx 2am 9th September.              
Attempt burglary at a house on Townley Street 10th September, offender has been cautioned.             
2 Racing bicycles, helmets and glasses stolen out of a garage on Todmorden Road overnight 11th September.

August Police Report

During this period there have been 103 incidents and 16 crimes compared with 87 incidents and 8 crimes last month and 73 incidents and 12 crimes last year. The crimes of note are:
Solar lights stolen out of a front garden overnight on 21st July on Hartlands Close.
A part stolen off a car at Netherton Farm overnight 21st July.
A metal girder stolen from Balderstone Close 25th July.
3 motorbikes stolen from Houghton Farm 26th July but 2 have been recovered and the offenders are being dealt with.
A wheelie bin has been stolen from Cross Street 26th July.
An assault has been reported from outside the Spar 30th Jul,y however the aggrieved refuses to discuss this with us.
On the 1st August a car window was smashed on Burnley Road and a CD player stolen, then property stolen out of an insecure
vehicle on Church Street then a car window smashed on Lydgate but the alarm sounded, 2 males approximately late teens were seen running down Lydgate. 2 older males have also been seen in the area looking in car windows with 2 dogs. If any suspicious behaviour is seen please report it to the station straight away.
Rings stolen out of an insecure car on Shore Avenue 2nd August.
Tools stolen out of a van on Hillingdon Road 5th August and a shed broken in on Christleton Close with tools stolen.
A metal cage stolen from Flogas on Widow Hill Road 8th August.
A bike stolen from a garden on North Street 9th August.
Number plate stolen off a car on Cross Street 11th August.
2 bikes stolen on Cross Street whilst the children were playing 14th August, recovered down Briercliffe Road.
2 teenagers approximately 15 yrs old wearing a grey hoody and the other a blue t-shirt.
With regards to last months PACT priorities:
Anti social behaviour from vehicles using various locations to park up and play loud music with their friends at all hours of the day and night. Stop checks carried out by ourselves and a registration number passed by a resident with a warning letter delivered and a
visit by their local police officer.
Parking on the side roads off Burnley Road causing obstructions to other vehicles including HGV’s. People spoken to and advised. No obstructions have been reported however please call if any further problems.
 Juvenile nuisance at Queen Street Recreation Ground during the holidays. During the hot weather there were young people camping who have been setting fires in the woods and in the bin on the park. A youth has been referred to the fire service, if anyone is in the area at nights, please phone in any problems as it isn’t overlooked by residents so relies on us being able to check regularly for problems.
Eastern Delight have had a group of youths causing problems for them this past 2 weeks. A group has been identified off CCTV and they have been into the store to apologise, any further problems will result in fines. This needs to be monitored over the next month to ensure things improve.
A SPID has been put up on Halifax Road  and we are looking to do further speed enforcement along with our Community Road
Watch.
Another Neighbourhood Watch has been set up on Duke Street so we will be holding a meeting if anyone would like to attend.

Police Report 20th June to 18th July by PC Liz Bedford and PCSO Rachel Lonsdale

During this period there have been 87 incidents and 8 crimes compared with 79 incidents and 10 crimes last month.
The crimes of note are:
Items have been stolen from 2 insecure vehicles in the Briercliffe area, one on the afternoon of 23rd June and the other during 4th July.
Theft of a bike out of a garden on Grassington Drive overnight on 25th June.
A taxi set on fire parked outside their home on Clockhouse Grove between 2:30 - 2:55am on 1st July.
Stone slabs stolen from Todmorden Road at the end of June.
Criminal damage to a door on Halifax Road 6th July, the offender has been arrested.
A lawnmower stolen from an insecure garage on Stanbury Drive overnight on the 16th July.
2 drugs warrants have been carried out in Briercliffe this month, nothing has been found at either address however it has been a concern of the public and the occupiers of the houses have been spoken to about this.
With regards to last months PACT (Police and Community Together) priorities:
Heavy goods vehicles blocking Burnley Road when trying to access the mills off the main road. I have visited the owner and discussed with him at length, he has assured me that he doesn't have any control over the vehicles coming to the mill. It is customers who collect their orders and depending on the size of the order depends on the size of the vehicle. He states that it is the cars which park on the main road which causes these blockages however the drivers always deal with the issue and manage to manoeuvre the vehicles. with regards to the other issues that he has been contacted with he has managed to get authority off the Council to cut down some of the trees on Talbot Street.
Young people outside the Spar Shop. There haven't been any reports of anti social behaviour and further to speaking to the shops they haven't had any problems lately.
Fires in the woods on the recreation field. A letter was sent home to many parents prior to last months meeting and since this the group seems to have got smaller. There have been no reports of fires although reports have been recieved abouts youths on the mill roof. The group of young people have been spoken to about this and also we now have the SPACE bus visiting Queen Street on Wednesday evenings and I have asked them to speak to them about the dangers of this.
Two of the young males in the area who have been driving inconsiderately in the area have been nominated to participate in a safer driving course which is being run by the council.

Police Report 16th May to 20th June by PSCO Lonsdale

During this period there have been 79 incidents and 10 crimes compared with 80 incidents and 18 crimes last month.
The crimes of note are:
    A scratch to windows on a house on Walverden Road 18th June;
    Theft of metal at Metro Metals 13th June, the offenders have been caught and dealt with;
    A vehicle scratched on Saxifield Street overnight 11th June;
    Queen Street Mill broken into overnight 7th June, the offender has injured themselves
     whilst getting in leaving blood at the scene, we are still awaiting the DNA results for this;
    A Sat Nav stolen from a vehicle 1st June which had been left insecure, this is the only one
     this month so it does seem people are being more vigilant;
    2 warrants have been carried out in Briercliffe this month, where a small quantity of 
    Cannabis was found growing in a property on Camp Street and a large quantity in a 
    property on Halifax Road. This is as a result of members of the public reporting this;
    Letters have been sent home to the parents of a group of young people who gather in the
     area asking them to be mindful of their behaviour as there have been incidents of fires, 
    damage and litter being left by them. A quad bike has been seized off this group and also 2 fixed penalties for public order 
    have been issued.
With regards to last months PACT priorities:
    There haven't been any reports of juvenile nuisance on Standen Hall Drive;
    I have patrolled Briercliffe School during this month, 2 motorist have been spoken to by me for parking near to the 
    crossing patrol and another on Kimberley Close. Feedback off the informants does suggest the problem has got better 
    however this isn't something we will be able to solve only monitor. Through speaking with the govenors at the school I 
    have requested that a reminder should go in the school newsletter about the school requests for collecting children as 
    many of the problems are caused by grandparents and taxis who aren't aware of the way it works. Please could the Parish 
    Council ask the Borough to arrange for the trees to be cut back as the sign for 'no stopping' isn't in view anymore outside 
    the school.
    Parents have been spoken to on Red Spar Road and advised about their children playing football on the road. Also other 
    areas have been an issue, as is the case in the summer.

Police and Community Together (PACT) Parish Priorities

At the June Parish Council meeting a resident raised concerns about Heavy Goods Vehicles on Burnley Road trying to access Talbot Street to get to Walshaw Mill, when unable they have to reverse back onto Burnley Road. PCSO Lonsdale agreed to visit the Mill and ask if smaller vehicles can be used. It was also agreed that this issue would be a PACT priority for this month. The other PACT priorities for this month were youths congregating outside the Spar Shop and youths causing problems on the Recreation Ground and in the woodlands, lighting fires and leaving litter.  PACT priorities are set at each Parish Council meeting, if you have issues you would like to be considered, each Parish Council meeting begins with public questions and a Police report prior to seeting the month's PACT priorities. The next Parish Council meeting is due to be held on Monday 18th July, 7:30pm at the Community Centre, Jubilee Street.

Report:18 April - 16th May

During this period there have been 74 incidents and 16 crimes compared with 68 incidents and 8 crimes last month.

·         The crimes of note are 3 vehicles have had items stolen out of them on the weekend dated 7th and 8th of May, all 3 cars were unlocked with the property on display we would urge people not to keep anything of value in your cars and keep them locked. 

·         Burglary of a garage on the 7th May on Oaken Bank, possibly during the day, again this garage was unlocked. 

·         Theft of a gate and lead of yards on 2nd and 4th of May.

·         Theft of lead from Quality Mill on Talbot Street. This is thought to have happened week ending  6th and 7th of May. With the amount that has been stolen the offenders must have been there a few nights and some lead has been left rolled up ready to be taken so please report any suspicious behaviour.   

·         Two people have been found in possession of Cannabis. The searches have taken place as a result of intelligence from members of the public. Please keep passing this valuable information to us. 

·         A Briercliffe Nursery have had their playground damaged by youths sheltering in there week ending 23rd and 24th of April. The nursery is very private at the rear and they are trying to get high fences to secure it.

·         A burglary on Halifax Road happened over night on the 21st April, where the property had been searched for keys but the wrong ones were stolen. It is thought that they were after the keys for a high value / high powered car.

Intelligence suggests the offenders were travelling across the borders committing similar offences in Bacup and Trawden. We are working closely with police in these areas.

Last Month's P.A.C.T. Priorities Update:

    We are working closely with residents of Standen Hall Drive further to the serious incident that occured prior to last month. A Neighbourhood Watch Scheme is in the process of being setup and encourangement is being given to join the Briercliffe Resident's Association. Extra patrols have been done in the area, however there have been no reports of anti-social behaviour.

    Extra patrols have been done at Briercliffe School further to problems from people picking their children up. On one occasion, a male was very abusive to the Deputy Head. This was dealt with by way of restorative justice, a written apology made to the school and he has been band from the school premises.

    There have been no reports of motorbikes this month, this may be because of the rainy weather. If you have any further information don't hesitate to call the local PC / PCSO.
